Prevent Old Deliver-To Locations from Appearing in Requisitions

Summary:

We need to replace existing deliver-to locations with new ones and eventually inactivate the old locations. However, we are unable to inactivate the current deliver-to locations because there are open purchase orders associated with them.

Is there a way to prevent these old locations from appearing for requestors during the requisition process until they can be fully inactivated?
