Destination type field from requisition delivery and billing page is not supported in VBS

Description (Required):

Destination type field available at requisition preferences level is supported in VBS which means we can perform the personalization on that field but same field (destination type) is available in Billing and Delivery page at requisition line level which is not supported in VBS, means we cannot perform any personalization there.

Use Case and Business Need (Required):

If a user make destination type field read only from requisition preference level but he cannot make the same field read only from requisition Billing and Delivery page. So the use case is, if we are making it ready only from one place but from another place a user can edit the field.
