USOPTE Home state and Tax Jurisidiction card state mismatches

Has anyone faced this issue where Home state is not matching TJ card state. This scenario is observed when Employee enters A state at the time of pending worker record creation, later Employee moved to B state and Employee corrected their address record (which falls before Employee Effective start date) after converting to Employee. At this time, sync is not happening as expected. State A is being synced but not state B which is leading to tax variances.

Here's a query we've built to identify these variances. Does anyone have a better way of tracking these.
