Charge Account Issue

Summary:

There are two users A and B
Category Name - Direct Costs-Other

When user A is creating requisition with Direct cost - others charge account is getting defaulted
whereas when user B is creating requisition with Direct Cost - Others charge account is not getting defaulted.
But if B user is creating with any other category charge account is getting defaulted
