HDL for Check-In Creation: Can Goals Be Automatically Added to Discussions?

I am working on creating Check-Ins through HDL for multiple employees in the organization.

In the UI, when HR creates a Check-In, the employee’s goals are automatically visible/available on the Check-In page. However, while creating the same Check-In through HDL, it looks like we need to provide separate HDL entries: one for creating the Check-In and another for adding discussion topics/goals.

Currently, the goals are not getting added automatically through HDL unless we manually include them in the discussion section of the HDL file.

Has anyone implemented a solution where goals are automatically associated with Check-In discussions when Check-Ins are created through HDL? Is there any seeded functionality, configuration, parameter, or HDL approach that can replicate the UI behavior during HDL load?
