26B Unable to see Reasons to Mark Learner Complete

Summary:

Post 26B we are unable to see the reasons listed for marking a learner complete. Is there an index I can run for this or do I need to open a OS ticket?

Update: This only happens if the status of the Team Members course is marked not started. Is this intended behavior?
