Allow configuration for approval banners - Hide "Discard" link

Request to enhance the configuration capabilities within Visual Builder Studio to allow administrators to control the visibility of action buttons in the Approval banner for performance goals

Specifically, when an employee submits a goal and it is in a “Pending Approval” status, the Approval banner currently displays multiple actions such as “Edit Weights” and “Discard.” This request is to provide the ability to hide the “Discard” button while retaining other relevant actions like “Edit Weights.”
