How to hide courses created from a L&D Specialist from a different department?

Summary:

We want to define access in such a way that the L&D Admin from a different department should not be able to see the courses created by a different L&D Spoc from a different department.

If I am an admin for Department A - I should not be able to see the course offering created by L&D Admin of Department B.

How can this be achieved?
