Quick action not visible to Contingent workers due to EL expression limitations in Redwood UI

We are facing an issue where users with the Contingent Worker user type are unable to see a specific Quick Action (Feedback Centre). Currently, we have three user types—Employee, Contractor, and Contingent Worker—and as per the existing configuration, the Quick Action is available to Employees and Contractors only, while it is restricted for Contingent Workers.
We now need to update the configuration to allow Contingent Workers who also have the Contractor role to access the Quick Action. However, users who are assigned both Contractor and Contingent Worker roles are being incorrectly blocked due to limitations in the current EL expressions and are unable to see the Quick Action:
