Deduction when employee has 2 assignments

How should a deduction element behave on an employee who has 2 assignments.

The Deduction element was created at Payroll Relationship level, and when I run the payroll flow, I see that the amount is getting divided on some ratio, I am not sure, and is getting deducted from both the assignments.
Eg.: If the amount is 32, from 1st assignment 19.77 and from the 2nd assignment 12.23 is getting deducted
I want the deduction to happen only from the primary assignment.
