Unconstraint plan does not consider Work Orders which works fine with Constraint plan

We have a requirement to use Unconstraint Plan, So far we were using a constraint one.

For unconstraint plan we observed it does not show and consider existing Work Orders while calculating supply and demand. We have checked the netting under supply tab and WO is already included.

It works correctly with Constraint plan, however not working for unconstraint plan only. Plan options are also identical except the constraint part.

Checked ATP rule and item setup as well.

Completion sub-inventory for WO is also included in Planning, Tried firming the WO as well still the same behavior. WOs are not suggested for any cancellation, Instead unconstraint plan is suggesting a planned Order by ignoring existing WO.
