The ability to use Descriptive Flexfields (DFF) as Target Field in VBS Validations on all HCM pages

Description

The ability is needed to use Descriptive Flexfields (DFF) fields as the Target Fields in VBS Validation rules. Oracle have advised that this is a known limitation when configuring validation rules in Redwood applications (as of 26B). We have identified this need in a number of areas now, Core HR, Absence, ORC and Talent and Performance, therefore this idea is to implement for all HCM modules.

We note that an idea already exists for the specific flow in Core HR > Add Assignment (Idea 938597), but the functionality is needed across all Redwood flows.
