Skills center page does not open in redwood

Summary:

Skills center page does not open in redwood for some users

We add the below privileges to employee custom role

HRT_ACCESS_SKILLS_CENTER_PRIV
HRT_MANAGE_TALENT_PROFILE_CONTENT_ITEM_PRIV

And ran the following processes 

A. Run Import User and Role Application Security Data

B. Manually regenerate the custom role using the Manage Data Role and Security Profiles page

C. In Setup and Maintenance, click the task Run User and Roles Synchronization Process

D. Once the above steps are completed, retest the issue and update with the results

Still the same issue we can not access the page
