B2B manufacturing WO not created if a line is under shipment set

Summary:

Created a sales order with two lines in a shipment set. one of the lines is B2B to be manufactured. Other one is make to stock and inventory is available. After submission, the lines are going to awaiting shipping but no supply order or WO created for B2B item. If we remove shipset WO is created. Are we missing something here or limitation of shipset?
