Autocomplete Validation on Home Address Causing Error During Candidate to Employee Merge

Summary:

We currently have an Autocomplete validation rule configured for address changes in Oracle HCM.

The rule is working as expected for employees. When an employee updates an address, the validation checks the following:

1. The address type must be Home.
2. If the address is for the United States, the effective start date should not be a past date.

This validation is mainly intended for employee address changes and is working fine in the normal employee address update flow.

However, we are facing an issue in Oracle Recruiting / Candidate Address related scenarios. When a candidate is being converted or merged into an employee record, the same address validation is getting triggered. Because of this, the process is throwing an error and blocking the candidate-to-employee merge or address update.
