Is it possible to limit quick move functionality to Recruiters only?

Summary:

We have the "quick move" functionality turned on in our CSPs. However, when Hiring Managers view candidates in the Manager Screening phase, they are clicking the quick move "reject" option instead of moving them into our preferred "Manager declined" state. We like for candidates to be able to communicate with candidates before actually being rejected. Can we limit quick move functionality to only Recruiting?
