26B Mass Assigned Goals Trigger Notification but Alert is not Enabled

In Responsive UI, Mass Assigned Goal Process did not trigger notifications to employees of a goal being mass assigned. We moved to Redwood during 26A and found this to be the case in Redwood too as the only alerts we had enabled in Alerts Composer were:

Worker Notified After HR/Manager Deletes Goal

Worker Notified After HR/Manager Assigns Goal

Worker Notified After HR/Manager Edits Definition Of Goal

Worker Notified After HR/Manager Edits Progress Of Goal

If we created a goal directly on an employee's plan, a notification would be sent but when mass assigning, no notification was triggered.
