When SVS is enabled, the balances in FRS are displaying as zero even if user has access

Summary:

When Segment Value Security (SVS) is enabled, the balances in FRS are displaying as zero. The user has access to both the parent and child cost center values and can view balances for all authorized cost centers in Inquire on Detail Balances but not in FRS. The user has also been granted Read and Traverse permissions for the FRS report.
