Why is Create Job Offer not available?

Summary:

We have a requisition where we are hiring multiple candidates. After creating two offers, we needed to reject one of the offers, but accidentally rejected both offers. A recruiting associate received an error when trying to return the application to active. The error read: "The candidate already has a job offer on this job application. (IRC-1590773)." A recruiter tried to redraft the offer but they received a RestAction error.

After this, the recruiter moved the candidate back to previous phase/state in order to redo the offer; however, the 'Create Job Offer' action is not available.

Do we have any options to be able to create this offer?
