Update Active form processing step

Summary:

I was trying to update the processing step of a form, which showed as Active. The change was not saved. Oracle support said that the form must be deactivated to be changed.

Here is what Oracle support said: "When an Eloqua asset is shown as Active , it means it is currently being used within an active Campaign, Email, LP. Then, in order to de-activate it, you would need to see dependencies of the asset and delete the Form from where it's currently being used."

This is a terrible design since form updating is quite common and I would need to delete the form from dependencies whenever I need to change it?
