Background check is not getting initiated where, Bypass Extending Offer is enabled in CSP.

Summary:

For Contingent workers we Bypassed extend offer in CSP, background check is not triggering. Added Initiate Background Check Action for Accepted state. If, we disable bypass extend offer then background check triggers. Is this is the expected behaviour if yes, then where to Initiate Background Check Action?
