Is it possible to derive the requisition charge account from Requesters Requisition Preferences?

Summary:

We have a requirement where preparers create requisitions for requesters tagged to different LEs/BUs. Is it possible to derive the Requisition charge account from Requesters Requisition Preferences when the preparer is different? We cannot use the source "User Preferred Account" as it is based on the Preparer of the requisition as explained in the post below and "Employee Charge Account" is a predefined source for Transaction Account Builder but it is the Default expense account from the HR person management for the requester and the client do not wish to populate the Default expense accounts for persons.
