Restrict the Hiring Manager from sending emails directly to candidates

We are trying to restrict the Hiring Manager from sending emails directly to candidates from the Job Applications page in Oracle Recruiting Cloud.

On the Job Applications page, when a Hiring Manager clicks the action menu ("...") next to a candidate, they can see the following options:
• Send Email
• Send Message to Team
• Request Feedback

We have already removed the privilege:

ORA_IRC_ACCESS_RECRUITING_MESSAGE_CENTER_AS_HIRING_MANAGER

This successfully removed the Message Center access, but the "Send Email" option on the Job Applications page is still visible and accessible to the Hiring Manager.

Our requirement is to completely hide or remove the "Send Email" option from the candidate action menu for Hiring Managers. Could anyone please advise:
