display sequence not ordering the data in LOV order management return reason lookup

Order Management Return reason lookup DOO_RETURN_REASON do not have a display sequence , we added some custom values to the lookup and in order for this custom values to show on top we added display sequence, but when we go to OM try enter return reason still the custom values are not showing on top
