OCI Always Free sole admin locked out by MFA; no card on file and cannot create SR

Hi Oracle community,

I am trying to recover access to an OCI Always Free tenancy where I am the cloud account creator and sole tenancy administrator. I am locked out of the OCI Console because MFA is required, but the MFA factor appears broken. The login prompt asks me to authenticate on “null’s phone 3.”

There is no other administrator in the tenancy who can reset my MFA factors.

I have already contacted both OCI Cloud Support Chat and My Oracle Support / MOS chat multiple times, but I am stuck in a loop.

What happened:

  1. OCI Cloud Support Chat said they can reset MFA only after verifying the account using the credit card details used during Free Trial signup.
