Restrict Time Card Resubmission

Hello All

System Behavior: When an employee opens a time card that has already been submitted (and is currently sitting in a Submitted status), the UI allows them to click the Submit button again without making any modifications or even if they make any changes.

How can we restrict the resubmission?
