How to restrict “Move to HR” when predefined rules and fast formula don’t work?

We’re trying to restrict who can perform Move to HR in Oracle Recruiting Cloud.
Our requirement:
- Hiring Managers/Recruiters can manage offers.
- Only specific HR/Recruiting roles can use Move to HR.
What we already tried:
- Configured the Candidate Selection Process with Move to HR on a specific phase/state.
- Used predefined rules or also attached a fast formula condition on the Move to HR action.
Issue:
- The restriction isn’t working reliably (users who should be blocked can still execute Move to HR, or the validation doesn’t fire).
Has anyone made this work in practice, and could you share how your CSP, roles/privileges, and (if used) fast formula are set up?
