GL Journal Approval Rules: Dynamic Routing to Country-Specific Controller Based on Ledger

We are working on Oracle Fusion Cloud General Ledger journal approval rules and have a requirement for approval routing based on both journal attributes and approver attributes.
The client’s requirement is:
When a journal batch is submitted for approval, the approval routing should evaluate:
- Ledger
- Journal amount
- The appropriate country or region-specific controller
For example:
If a user submits a journal batch to the UAE ledger and the journal amount is greater than USD 500K, the journal should route to the MENA Controller.
The key requirement is that the approval should not route to just any user with a controller role or controller job. It should route to the controller responsible for the country, region, or ledger associated with the journal.
