Getting error with You Can't perform this action because the record is cancelled or finally closed.

Summary:

We had no issue pre-26B updates, just found out that when requester is trying to do a change order (edit) they are getting this error message: "You can't perform this action because the record is canceled or finally closed". The change order is still new, never been used, changed or closed.
