Error to create Private Key File in Test environmet

Summary:

I am currently attempting to generate a Client Private Key file to share with the bank; however, I am encountering an error in the Test environment only.
I followed the guidance provided in the Oracle documentation:



As outlined, I submitted a Service Request (SR) 4-0002739441, when the issue occurred. Since then, I have also escalated the SR; however, there has been no progress, which is now impacting our project timeline.


Could anyone advise on how to successfully generate the private key file in the Test environment?
