Job requisition Approval rule not triggering correctly based on rule

Summary:

Hi, We have 2 requirement in Approve Job Requisition:

1. If job level of hiring manager is below 8 then the approval should route to hiring manager's manager & go till job level 8. After that it should go to top approver who is a user. It shouldn't take hierarchy of submitter but of hiring manager in the requisition.

2. If the submitter of job requisition has Recruiting Admin role then it should trigger auto approve. It is not based on any job level

We have created these rules but it is not triggering as expected.

1. When the user who has this recruiter admin role & below job level 8, it is triggering both the rule: first it auto approves & then triggers the hiring manager's manager route till job level 8 & then top approver.
