Trigger URL to supplier when promoting from Prospective to Spend Authorized?

We're looking to automatically trigger a URL to a supplier when they are promoted from 'Prospective' to 'Spend Authorized', prompting them to complete some additional details.

Has anyone implemented something similar? What's the best approach to achieve this in Oracle?

Any help or pointers would be greatly appreciated!
