Document reference details (ISR) are not seen for Technician

Summary:

If a user has Maintenance Technician role assigned , in edit WO page document reference shows blank reference details section . But for a user with maintenance manager role he is able to see the document reference details section has Internal help desk ticket details. So which privilege needs to be added to Technician
