Negotiation Notification

Pre-req:

Notification is set to both (Mail and In-App) in Administration.

Scenario:

Negotiation is created with a Supplier, after Approval Negotiation is published.

Suppliers do not receive any notification.

Note: Behavior is same for Negotiation with Restrict to Invited Supplier Checked and Unchecked
