Apply receipt register report running with match option=Yes", creates reference but not applying.

 experiencing an issue with the "Apply Receipt Register" process when using the Exact Match = Yes option. While the system successfully applies a partial payment initially, subsequent attempts to apply the remaining balance—even with amounts exactly matching the open balance—result in the creation of new remittance references without actually applying the receipt.

 When i have applied the receipt initially with partial payment it did apply even the amount is not equal to the transaction open balance amount. why did it apply in the first go? We have opened an Oracle SR regarding this but there has been no updates provided.
