How do I override the parameter for the Payroll Activity Report for Suppression of Null Values

in Payroll and Global Payroll Interface (GPI)

Can you please provide me with direction on how to Change the Parameter on the Payroll Activity Report for Suppression of Null Values to = Y? I can't find this parameter in Payroll Process Configuration as a parameter I can change, is this part of that UI to be able to change it there? If so, could this be a security issue and if so what security permissions do i need to access this in the Payroll Process Configuration?
