Can users view content after the required attempts

Summary:

we have several courses with assessment modules that allow only a limited number of attempts. With the arrival of Redwood, we noticed a change in what users can do after reaching the limit. For example, after a user uses all 5 attempts, the assessment buttons change to “View Content.” However, when the user clicks “View Content,” they are still able to attempt the assessment, . Is this expected behavior in Redwood, or is this an issue?
