HSDL template failing for certain users

Hi,

We are experiencing performance issues with HCM Spreadsheet Data Loader (HSDL). Users are able to generate/download the spreadsheet from Oracle Fusion HCM successfully; however, when performing actions such as Create Data Set, Save, or Upload within Excel, the process takes anywhere from 15–40 minutes, becomes unresponsive, and in some cases causes Excel to crash or the entered data to disappear. Additionally, the Oracle ADF Desktop Integration add-in has been observed to disable itself after reinstallation for some users. As part of troubleshooting, we have reinstalled the ADF add-in, tested a newer version of the add-in and cleared Excel cache but
