What is the function of System List when creating a Filtered List?

Summary

Filtered Lists created for the Grow subscriber are visible to all users who can assign a role guide, regardless of whether the list is flagged as a "System List" and regardless of whether the user holds the list management privileges. We need Oracle to confirm whether this is expected behavior and whether any list-level visibility control exists.

Configuration

• Filtered Lists are enabled (Oracle Search indexes configured).
• Lists in question were created with Object = Workers and Subscriber = Grow for use as role guide audiences.
