Library goals based on departments

Hello Team, We have contextualized the library goals based on departments. However, we have a requirement wherein if the employee who belongs to child department should also be able to see the goals which belong to the parent department. Is there a way to achieve this? For example, if the employee belongs to Enterprise Data and Applications (child department) should also be able to see library goals created for Corporate IT (parent department)
