User Access issue

Hello Community. We have four users using Inventory Management Application with exactly the same access. after transitioning to Redwood, two of them are able to inventory management landing page with all actions. Two of them see inventory Management landing page and nothing else. We tried to deprovision all roles and reprovision, it did not resolve the issue.
