HCM Background Checks "Packages for First Encountered Trigger"

Hi,

We have setup Background Checks under Candidate Selection Process post Offer Phase that looks like below.

Phase: Post-Offer

State: Start Checks, Action: Initiate Background Check

However, when we create a requisition, at the Screening section, if we add the background check in, it's pulling up both "Packages for First Encountered Trigger" and "Packages for Post-Offer - Start Checks" where we can add a package to both of these. We have "Package for Multiple Phases or States" turned off.

What is the purpose of "Packages for First Encountered Trigger" and how is it actually triggered?
