Worker HDL Load for Rehire Employees

Summary:

We are currently working on the Acquisition Project. We have terminated workers in Oracle and are now loading new rehire records (-2). However, the system is not allowing the load because the existing Work Relationship (WR) record has the Primary Flag set to Y.

As a workaround, we are loading the Rehire Work Relationship (RWR) with the Primary Flag set to N and then updating the flag afterward. However, this results in the creation of an additional action, "Primary WR Change," which we want to avoid.

We are considering the following two approaches:

Option 1: Do not pass the Primary Flag in the WR metadata and allow the system to determine and update the primary work relationship automatically.
