Hiring Manager should access the requisition from the notification hyperlink when recruiter submits

When the recruiter submits a requisition, the approver receives a bell notification. Our requirement is that the notification should include a hyperlink, so when the user clicks it, they are redirected to the specific requisition page and can review the complete details.
