Will notify manager sent notification to manager who saved data in worksheet

Summary:

Our Plan is No approval plan with no submit button as they do not have an approval process. we have a requirement to notify managers when the worksheet is not updated.

1)Will Notify due date process will send the notification all managers or only to who did not submitted.

Issue here is to identify them as they are only saving the sheet not submitting it

2)Is there a way to submit the worksheet without triggering approval.
