Product Group Values are not appearing in HR Helpdesk

We have a requirement to capture the type of HR Help Desk request using the Product Group field. To achieve this, we created and published the required Product Group in Manage Product Groups.

However, when attempting to associate the Product Group with the HR Helpdesk usage through Manage Product Group Usage, the Product Group does not appear in the selection list.

As a result, it cannot be linked to HR HelpDesk, and the Product Group dropdown is also not available on the Create Helpdesk Request page. We have verified that the Product Group is active and published, but it remains unavailable for selection. Please advise on any additional configuration or prerequisites required for Product Groups be used in HR HelpDesk.
