Approval is skipping AORs from change salaryTransaction.

We have setup approval for change salary as it should first go to Compensation Manager(AOR) > Leader (AOR) > Partner (AOR) but if we trying to initiate transaction its skipping first two AORs and directly assigning to last approver from the approval chain.
