FCCS_YTD ( Input enabled on Web Form) giving read only cells for users

On the web forms, we have taken the FCCS_YTD member and have enabled the YTD input from the Grid Properties.

This feature is allowing data entry when I login from Service Admin ID.

However, when we login from The user ID, for certain rows and combination it is showing read only cells!

 We have checked. The security set up is fine and form is showing editable cells for user also when we change it to FCCS _Periodic member.
