Absence approval with “Include all representatives” enabled still sends notification to only one HR

Summary:

Hi Team,

We have configured an approval rule for Global Absence Recording – Single Assignment for Maternity Leave / Tubectomy Leave in India. The rule is triggered correctly for the relevant legal entity, and the approval flow is configured as:

Line Manager → BPHR Representative → next step

For the Representative node, the configuration is:

• Action Type: Approval required
• Representative Of: Requestor’s Representative
• Representative Type: BPHR Representative
• Include all representatives: Enabled

The employee has two BPHR Representatives assigned, and the expectation is that both BPHR Representatives should receive the approval notification when the request reaches the Representative step.

Actual Behavior

Even after enabling Include all representatives, the workflow still sends the approval notification to only one BPHR Representative.
