DOR Guided Journey banner should only be visible to HR Admins roles on Family & Emergency Contacts

Summary:

Document of Record (DOR) message banner is being displayed globally wherever the DOR is placed. Ideally, this banner should only be visible to HR Admins and HRBP roles on the Family & Emergency Contact pages.

Currently, the banner message is visible to Managers and HR Admins outside of the Family & Emergency Contact pages. Additionally, the Employee DOR also affected with the journey banner. I have done some analysis from my end and written a rule in VBS to restrict guided journey visibility to only HR/HRBP admins on the Family & Emergency Contact page in the DOR context level, but it is not working as expected.
